へ and に are often interchangeable with motion verbs: '学校へ行きます' and '学校に行きます' both mean 'I go to school.' However, へ emphasizes the direction of movement (toward school), while に emphasizes the destination point (arriving at school).
へ cannot replace に for its other uses (time, existence, indirect object). It is only used for direction of movement.
